No, Not at all.  I think the fund or foundation that is formed as a result of 
our recommendation to the Board should consider a number of proposals, some of 
which we could include in the final report.  I think this is one good use for 
such funds, but I think there is a ways to go for someone to actually create a 
concrete proposal that be reviewed and then acted on, assuming the panel 
thought it was a good use of the money.  I think that the Regional RSP proposal 
is another such issue that should be recommend and could be considered.

I also think that a lot more money is needed in this fund.  But that is 
speculation since we do not have a proposal that contains reasonable cost 
figures.
