Why are your conflict of interest or competition policy concern limited
to operational registry aspects?

What about the registrar function, either under a Vertical Integration
model, or as a separate legal entity. Are ICANN and the applicant(s)
similarly constrained to not act in this operational area?

What about the sunrise/landrush operational areas. Are ICANN and the
applicant(s) similarly constrained to not act in these operational areas?

The BC identified application authoring as an area where ICANN should
not provide assistance above and beyond the publication of the final
Applicant's Guidebook. Are ICANN and the applicant(s) similarly
constrained to not act on the application and pre-operational areas?

The issue of the registrar function is one I'll be proposing later
today, similar to the registry services proposal, at the suggestion
of a registrar who participated in the JAS WG meeting in Singapore.
