I'm not sure what the best way is of handling this apart from simply stating 
that the operational registry aspects were discussed in detail and that 
concerns were raised about using ICANN funding them directly  (or words to that 
effect).

There are other areas of the report  where there is probably more common ground 
between the community (as a whole), while I personally believe that the 
registry operations aspect of it could lead to an impasse, which I think would 
be a pity.
