Thank you. I believe you understood me, and I belive I understood you.

Now, what langauge would achieve your purpose?

At this point, I don't think it matters if the limitations on ICANN
is express through an enumerated list of what the applicant can use
the funds for, or an enumerated list of what the applicant can not
use the funds for.

Would you suggest the policy language you'd like to see ICANN legal
staff implement, effecting the restriction on ICANN and applicants,
that eliminates the harms you've identified?
