Elaine,

Do you agree that Bill's central claim is that the v6 provisioning cost
is so great an applicant is better served by having their application
fail at the transition-to-delegation state, and so after all possible
refund moments are passed, because it will be cheaper (harm the applicant
less) to re-apply at some point in the future when the applicant's choice
of venue has v6 provisioned by some network operator?

If you don't think that is Bill's point, what do you think his point is?
