Michelle,

Thanks for your reply.  My comments are as follows:

   1. Thanks for pointing out that CORE is another model similar to what I
   am proposing
   2. About using CoCCA, that's a choice needy applicants have to make for
   themselves
   3. With regards ICANN, I did not mean to suggest that it run a
   registry.  The reason I suggested that the organization be independent of
   ICANN is that I would like to see the process of developing it be
   independent of ICANN.  In particular, I believe subjecting the process to
   the endless public comments and reviews would be counter productive.  And
   certainly, having ICANN run a registry would never, ever, cross my mind.
