several security and stability structures within ICANN?

Dear ICANN:

 

The draft terms of reference state:

"There are now several security and stability structures within ICANN. Is a
structure like SSAC still needed?"

 

Kindly provide explanation supporting that statement.  What are the "several
security and stability structures within ICANN" other than the SSAC?  Where
are they located within ICANN's structure, and do they have rationales,
responsibilities, or powers/privileges that overlap with the SSAC?
