Mobi-jv envisages not only traditional cellular users and content providers as
registrants, but in addition all users via wireless data access methods:
Will someone with a DSL Internet access service from a 'Wireline' provider who has a
WLAN at home connecting their machines be entitled to make a .mobi registration, either
as an end user or as a content provider, if they adapt web responses correctly to the
passed user agent string? From Mobi-jv's proposal, one must ask the question: if not
why not?
More importantly, in terms of defining the .mobi served community how could the Mobi-jv
Sponsoring Organisation tell the difference?
This means that the whole internet community is potentially the .mobi community!
Conclusion: If Mobi-jv's community consists of mobile operators then only mobile
operators should be entitled to register their second level domain names with third
level registrations for their subscribers. However, if Mobi-jv intends to open second
level registrations to individual registrants, as they have stated, then their
community is potentially the entire internet community as demonstrated above and
therefore the structure and governance of Mobi-jv does not reflect the community they
serve.
Consequently, .Mobi can not de defined as an sTLD and should be rejected by ICANN.
