[stld-rfp-xxx] Overdue concept

This is something that should have been done years ago. Establishing a xxx
TLD will allow businesses, libraries, and educational institutions to easily
configure their proxies to comply with their client's desires. Those folks
that want to get access to the adult sites will still have that ability.

I fully support this initiative.
