Due to the critical nature of the Domain Name System, names subject to a
transfer dispute should revert to the original registrar of record until
the dispute is resolved.

While the transfer undo mechanism is an important protection for
registrants whose names are incorrectly or fraudulently transferred to
another registrar, there is an opportunity for significant operational
impact to occur after the transfer has occurred during the dispute
resolution process.  In order to minimize the chance for incorrect or
fraudulent transfers to cause stability or security problems, disputed
transfers should immediately revert to the original registrar of record
until such time as the dispute is resolved.  The DNS is a critical
component of the Internet's infrastructure, and preserving the stability
and security of the DNS should be the paramount consideration when
disputes occur.
