IMHO:

That document is really f'd up on the 60 day initial registration and transfer 
holds.

The document is clearing "verisign centric".

The other registries implement these holds *AT THE REGISTRY*, so there is no 
"option" to transfer the domain = The registry *WILL* block the transfers and 
there is not a damn thing the registrar can do about it.

Only Versign *DOES NOT* implement these holds within the registry, thus 
creating an issue worth discussing. Take this to customers and then confusion 
is created due to the registry disparities.

The correct solution is to harmonize Verisign with the rest of the registries 
and implement these holds at the registry. I've ask Verisign about this a 
number of times, they have said they have no intent to do so .....
