Summary of public comments to the Initial Report on Inter-Registrar Transfer
Policy: Clarification of Reasons for Denial
Comment period ended: Monday 7 April 2008
Summary published: Tuesday 8 April 2008
Background
In line with the GNSO Policy Development Process (PDP) rules, the Initial
Report on Inter-Registrar Transfer Policy: Clarification of Reasons for Denial
has been posted for public comments, to provide input for the subsequent steps
in the ongoing PDP seeking to clarify the Transfer Policy in these respects.
Public Comments Received
Six public comments were submitted to this web posting, whereof four of a spam
nature, without message body. The two non-spam comments are summarized below.
CC states that the "hold" status during 60 days after initial registration is
automatically applied by the "thick" registries and suggests that "thin"
registries should do the same.
RKR brings up problems in an individual domain name transfer case, which is
illustrative but outside the PDP context since it relates to a ccTLD domain.
The ICANN Intra-Registrar Transfer Policy is only compulsory for gTLDs.
This summary will feature in the Final Report for the subject matter, to be
submitted shortly to the GNSO Council for its deliberations on further steps to
take.
