My understanding of the purpose of the WHOIS service is to provide a
point of contact for a website akin to an agent for service of process
for a corporation.  Often times it is the only physical contact
information for the website.  This service is vital when an issue arises
that requires someone to contact the site's content provider.
 
Maintaining WHOIS should not create a privacy issues since it is a quid
pro quo for registering a domain name.  There certainly should be an
expectation that in registering the domain name or maintaining a website
using that domain name that you are opening yourself to public scrutiny.
 
Therefore, access to WHOIS information should not be limited.
