Need to Separate Governance Functions; IFFOR is a "Shell" Made to Look Like Governance

If there is going to be an internet red light district, the governance
issues are complex and CANNOT be handled by some shell "non profit sounding"
that is controlled (or significantly influenced) by ICM.

Unless and until a real global non profit that is not influenced by ICM and
does not derive its revenue from ICM (success or failure), then there will
be no "governance" at all, and ICANN will just unleash an unworkable
arrangement on the world.

Its NOT a bad idea to have an internet red light district, but until
governance and migration issues are carefully considered approval would be
premature.
