who is going to develop the variant tables for each

There is the Chinese Domain Name Consortium (CDNC), which was organized by
the cctld managers in China (Mainland), Taiwan, Hong Kong and Macao and has
been developing the variant tables for Chinese scripts for many years.
Joint Engineering Team (JET) organized by the CDNC and the cctld managers in
Japan and Korea is the technical body developing the cross-language variant
tables for CJK scripts.
There are some other cooperative organizations, which are developing tables
for Arabic, Cyrillic, Laos, Thai, etc.
