This is not more clear for me: "Once again, it seems more appropriate for each country to control its name (and related strings as it chooses) in its unique ccTLD, where the matter can be addressed on a national level according to national law, not to grant it monopoly rights in character strings across all TLDs." what mean national law?? for what? por use their country name?? this make more confusion than the another phrase.. and if this a "Preliminary Analysis of the Recommendations"... i think this make some problem's with the cctld community.
