[alac] WHOIS Task Force 2 report

WHOIS Task Force 2 just had a brief call, mostly consisting in
status reports from the various "data analysis teams", and from
constituencies on the availability of constituency statements. At
that point, Steve Metalitz (IPC) brought up the possible weight of
ALAC statements, as these are (obviously) not constituency
statements. My answer at this point was that I don't care what it's
called.  More formally, we are (of course) "just giving advice," as
opposed to positions that would reflect later voting behavior on the
council.

There was no result on this, but discussion on this topic will
probably go on and at some point of time end up at the council
level.
