At the same time, basically all governments of the world, including the
European Union, have said repeatedly, clearly and publicly, during the
WGIG process, that they will not accept the unilateral control of the
root zone any more. So... independently from ITU pressures (which, of
course, are self-interested), there is a strong political push that will
be exacerbated by this new position. If WSIS will not provide a response
for it... I think that these countries will go their way and deploy some
alternative system.
