Roberto and Denise,

Perhaps you could forward this to the Board and Staff, as appropriate.

If you were to look at the ICANN home page, you would not see any link directing you to comment on the ICANN-Verisign proposal. The link that takes you to comment instructions is titled "ICANN and VeriSign Announce End to Long-Standing Dispute," which wouldn't tell a reasonable reader that the matter was still open for public comment. When you follow the link, the comment instructions are on the bottom of the page ("below the fold," so to speak) and below the press contact information. A reasonable reader might easily miss the comment forum, choosing not to scroll down below the press contact info, which typically signals the end of a press release.

Could ICANN create a separate instruction page, descriptively titled and linked, that it placed at or near the top of its home page?
