Dear sir/madam,
 
In overall, this is a policy regarding gTLD Registrar domain name deletion policy to ensure that an expired domain name and not explicitly renew by Registrant will be deleted by registrar.
 
However, as current practice of most of Registry, domain name is auto-renew by Registry, not Registrar. To avoid auto-renew without consent of registrant, explicit deletion must perform by Registry. Therefore I would think that in 3.1.1, sentence "As a mechanism for enforcing this requirement, registries may elect to delete names for which an explicit renew command has not been received prior to the expiration of the grace period." is the best way to enforce a deletion.
 
Also, it does not clearly stated the consequences if Registrars do auto-renew the domain name without consent from Registrant.
