What will second level do to my third level????

HI,
Dear sir,I have a domain name usa.usa.name registered.Now if tommorrow you introduce this second level registrations,can anyone again register "usa.name"???. 
If yes,then this is really cheating,cause in the first place if you folks would have given me a chance then i would have registered "usa.name" only,instead of "usa.usa.name".

If it is so,then you should just migrate all the already registered 3rd level domain names to second level,so that most of the people who registered names like mine can have peace of mind.

Hoping for a suitable reply and hoping that my suggestions are taken.
