Wait Until Montreal

I am very concerned by the proposal to establish a process for root 
name space expansions that uses the beauty-contest command-and-control 
approach that failed when used by the Federal Communications 
Commission.  This appears to be the worst of all the options available
for making these decisions.

Because the proposal has just been posted on the ICANN 
website, I urge the ICANN Board of Directors to delay any action on 
the proposal until the Montreal meeting.  This will give the 
interested policy community an adequate opportunity to evaluate what 
appears to be a dangerous proposal.
