I would say your solution to the TM problem is too difficult. People will not get it. What is worse: It will not satisfy the TM-owners, who want .com not .rcom or whatever. In my opinion a special TLD for TM-owners is only useful, when it means the end to TM-lawsuits. In other words: TM-owners cannot any longer sue others for cybersquatting in .com, .web, .biz. I doubt this will happen in reality.
