The presently "proposed" "sunrise" objective is Not legally nor ethically appropriate.  The Internet is not just the good ole USA...it is good ole Germany, France, Switzerland, Japan, China, Israel, Canada, England, Ireland, etc. etc..(I won't take up a lot of time naming each & every Country..You get the drift).

The Trademark Issue MUST be handled via a .reg or similar TLD.  The USofA cannot dictate what the rules & regs will be pertaining to issues which would be affected by a "Sunrise Proposal".  A Sunrise enactment will NOT maintain Stability and Integrity.  The WORLD knows this.  You know this.  If "Big Business" is pressuring the institution of a "Sunrise Proposal" then, You, as ICANN, MUST look away from that proposal because the WORLD is watching.  The Upheavel of the enactment of a "Sunrise Proposal" will be Massive.  However, the addition of a .reg solves the problem Universally, Fairly, and Appropriately.  You will find few & far between who would squibble with a .reg TLD overall that is.  Some of the "Big Business" will object.  But, the Internet was created for ALL of the World.

This year is a History setting chain of events because it has been SOOOO Long since ICANN or the previous body has taken ANY decisive steps.  Now, though, this Year Must be the Step taking!  And, it must be done with the WORLD in mind...not just USA.

With a .reg TLD, it will be up to each Country, State, Providence, whatever to handle the TM cases which comes.  But, the .reg TLD will Assist to lessen the Upheavel.
