Q12: Is the Names Council's recommendation that a "limited number of new top-level
domains be introduced initially" a sensible way to minimize risks to Internet stability? A12:
Yes. To multiply the gTLDs multiplies the Registries, and therefore the risk. It
also reduces the care in evaluating the incumbents: one thing is to accredit 10 Registries,
another thing is to accredit 100 (in the same amount of time).
