Dear Sir or Madam,

My wife and I recently watched a 20/20 program documenting the murder of an
eight year old girl by her next door neighbor.  The 14 year old boy was
found to have been browsing violent pornography sites just 30 minutes prior
to the murder including rape and, incest sites.  Also the following article
links unrestricted internet porn to criminal acts

Don't you think that the added privacy of the internet and the ability to
bring content into the bedrooms of unsupervised youth and deviants requires
added content control.  Why not develop a registry standard effective world
wide which says that any site intending to include pornography must register
and be rated under a porn rating system and the site must show that it is
constructed in such a manner that existing parental control software will
absolutely block download of the site, any pop-ups and associated spam.  If
this standard is not followed it is easy enough to find out the IP address
of the site contact the ISP and have the site removed and its owners and
webmasters banned from registering a site for a period of say two years (the
penalties could increase for repeat offenders). The phase two enforcement
would concentrate on the ISP's who do not enforce the rule.  Countries in
agreement could sign an international treaty on internet porn that allows
for the fining of ISP's who allow loose porn sites to be registered.  If the
server is independent then it should be shut down for a period of two years,
repeat offenders should have their systems confiscated and donated to
educational purposes.

It is time my friends to offer to the children of the world the same
protection they enjoy at any library or supermarket and stop fueling in
secret the fantasies of those who could only wish to do us all harm.
