I agree with many of the concerns raised by others in this forum. In particular,
the requirement that 'self-nominated' candidates must obtain in nominations 10% of
the membership in their region uses a ridiculously high figure.
I would propose
to figure of 5% of the nominations cast in a region, with an absolute minimum of
10 nominations.
If (a maximum of) 20 nominees per region is deemed too many, then
an upper limit of 10 could be imposed, with the more popular nominees going forward
as candidates in the final ballot.
It should be made clear that expressing support
for a nominee during the nomination procedure does not limit a member to voting for
that nominee should they become a candidate.
The nomination process should not
require publication of details of those supporting any particular nominee, as this
infringes members' privacy. A suitable auditting body should be appointed to
oversee the fairness of the nomination and election processes.
Any requirements
to publish information about self-nominating nominees, regarding possible conflicts
of interest or otherwise, should also be applied to nominees considered by NOMCOM.
