Rather than set a fixed percentage,
set a fixed number of spaces on the ballot for self-nominated candidates. I
would suggest the top 15 self nominated candidates (with a minimum support of, say,
20 members from at least two countries), and five NONCOM nominiated candidates, and
then go into an Instant Runoff Voting mechanism to determine the ultimate winner
from the 20 candidates. Seems to me 20 isn't an insanely large number
of candidates, considering the areas being represented, and it avoids the entire
impossibility problem of the 10% limit, without having a ballot long enough to reach
between here and Mars.
