If it were true that the 10% requirement somewhat "disfavored"
the north american hopefuls vs. others, there might be some reason for keeping it.
But Francis offers no support for his proposition that "it [the 10% requirement]is
not a very profound barrier to nomination in more thinly populated or country-diverse
regions" and that proposition seems intuitively implausible. In my opinion,
for the various reasons put forth in several other messages on this general topic
(but not all in one thread), the support level ought to be substantially reduced.
The California statute offers a model well worth the study and consideration of the
staff and decision makers.
