10% will probably work well
enough for this election. I'm certain that there will be greater interest in
the next election, and more members in all regions. There might be some real
value in modifying the threshold requirements at that time.I also think that,
absent any external cred, 10% might be a good test of organizational ability and
commitment in this election -- perhaps too high a test in the NA region, but not
that difficult to pass over in many other places.
On the other hand, I'm still
concerned that requirements for high levels of popular support may open the door
primarily for folks in pre-established networks, and thus not for "ordinary" users,
but I don't think it's beyond the capacities of the electorate to make an informed
decision. So, in fact, I support the standard but would be happy to see special
case exceptions -- as for the NA users.
