Subject: Both impractical and completely out of ICANN’s jurisdiction

      The idea of this particular .tel TLD is simply out of ICANN’s jurisdiction. ICANN can not give authority to a new TLD to start “voice-video-data” transmittion over the internet. Although a “video, imagery, and/or messaging” tool used over the internet is a novel idea, this sort of technology is not yet feasible and would take years of development to complete. Even if the technology became available a “dial” sort of communication over the internet is out of ICANN’s territory, PERIOD. I do support bringing an IP-based telephone addressing system to the internet but I do not believe that this is the way to use it. Would it not be better to use the .tel theory to do something like register telephone numbers as a person’s web domain. I believe that this would not only help the way that we see the internet today but it would also ensure a Domain name to EVERYONE ON THE FACE OF THE EARTH! This is just a suggestion.
