Sir, you forget one very simple thing in your equation: that of site development and usage.

There is no way on the planet that one can oversee, regulate or otherwise ensure that a domain is being developed in accordance with the TLD's intent. Hence the problems with .org to date, where a multitude of commercial entities reside.

Nope, your plan won't work. You need to step away from theory and enter the realm of pragmatics.

The only way to ensure that a TLD's charter is not being trampled on is by using broad, generic TLDs. Anything else, and you are ensuring TLD abuse and dilution.
