      The system with the current TLDs have been diluted and abused and all I'm saying is that if new general-purpose TLDs such as .web are implemented the system will face the same problem.

.com and .web are two of the same with the same purpose.  So whats the sense of .web then to replicate .com.  This will no doubt drive existing .com domain owners to purchase the same in .web. Then there are new trademark issues presented.  Can I own newcars.web if it has been trademarked by some else as newcars.com?  Trademark laws must be taken into consideration. General-purpose TLDs won't change anything they will only replicate what exists.
