ICANN's comments concerning IOD are irrational in the following sense:  (1) IOD will certainly get all of the funding it needs if it is awarded .web; and (2) this funding will allow it to implement any technical measures which ICANN desires.

Therefore, ICANN should award .web to IOD, and this will enable IOD to meet all of ICANN's requirements.

Otherwise, ICANN will be creating, by its circular reasoning, a self-fulfilling prophecy which cuts against IOD.
