IOD"Actually the same circular reasoning is found here: "IOD does not have
technical ability enough, because IOD did not run a registry that competed with
.com yet" . But only NSI did such a large registry at this time! So this means: "Only
NSI can be awarded a registry that will compete with .com". Of course this is
a contradiction, since COMPETITION must be created by ICANN. By the way: IOD's
