I am sorry to say but I think you are being a bit naive to thnk that the ICANN Board will "ignore" the recommendations of the Staff. In all past similar dealings, the ICANN Board has almost always completely followed the recommendations of the Staff. I would be willing to bet that it will be the same in this process.  We are all holding our breath for no reason if we think that the Board will act on its own.  Just as none of the applications which weren't recommended for further review will not have a chance here, neither will those which were recommended for a reason other than actually being aproved. The process smells!
