Dear ICANN,
It has come time once and for all to settle the
question of whether control of a TLD (any TLD) is the private property of the
TLD manager, or a public resource held in trust by the TLD manager.
VeriSign's action is allowable only if the former is true. If the latter
is true, then swift, decisive action by ICANN against VeriSign is warrented,
regardless of VeriSign's size, wealth, and power.
