ICANN should establish rules for the use of wildcard lookups on gTLDs and
ccTLDs, covering at least:
(1) Technical standards to insure DNS clients can distinguish wildcard from
'real' results.
(2) Selection process to determine who can receive wildcard hits.
(3) Rules governing the use of wildcard hits.
(4) A determination if wildcard traffic can be used for private profit.
