DNS is not just a web host location service. Verisign's abuse of
com and net TLD DNS resolution service to generate hits on its
web pages and advertising dollars, regardless of the impact on
other services, renders its DNS service non-authoritative and
demonstrates its unsuitability to be a TLD registrar. 

ICANN needs to demonstrate leadership, in the face of Verisign's
refusal to suspend this activity pending a technical review and
impact assessment, by setting DNS policy to disallow
non-authoritative wildcard entries, distributing registration and
resolution of these TLD DNS entries to other world class
registrars, preferably non-profit, like ICANN itself, with much
stricter limits, eliminate Verisign's monopoly control over these
TLDs, and other services currently provided by Verisign. 

Failure by ICANN to set appropriate policy and act decisively
against this disruptive behaviour for the good of and on behalf
of all Internet users and services will demonstrate ICANN's
inability to perform their assigned role, and that their
interests are not aligned with the users of services. Their
roles, functions, powers, and performance should then be promptly
reviewed and revised by the Department of Commerce.
