Dear ICANN,

Regardless of technical issue, what Verisign did is plain and simple
illegal. The United States has very strong laws regarding wire fraud,
and we are researching ways to file administrative complaints against
Verisign with our federal authorities.

Without any warning or permission, Verisign used traffic hijacking to
turn the task of administering domain names, granted to Network
Solutions, into a source of profit. Verisign in fact has imposed an
artificial tax on all of us, bypassing the legal safeguards intended to
prevent such behavior.

As a service provider, Verisign shows its arrogance by binding users to
an extremely long and confusing Service Agreement. The agreement
eliminates any reasonable liability for Verisign, and attributes some
degree of ownership over the users' publications to Verisign. Also, the
company grants domain names without proper steps to positively confirm
the identities of the applicants. This facilitates many illegal
activities on the Internet, turning this wonderful medium into an unsafe
territory.

I would very much welcome a change. Now it is the time to grant the
domain name administration to a more responsible company.

Thank you for your attention,

Jon Grieg
