ICANN is trying to reinvent a wheel that language communities already
have in hand. The vague generalities in this section, about
‘confusion,’ in no way address the realities – the generalities are,
well … confusing. Only the language communities can speak to the
specifics in each of their particular situations. Why has ICANN not
devolved responsibility accordingly?
