ICANN is trying to reinvent a wheel that language communities already  
have in hand. The vague generalities in this section, about  
‘confusion,’ in no way address the realities – the generalities are,  
well … confusing.  Only the language communities can speak to the  
specifics in each of their particular situations.  Why has ICANN not  
devolved responsibility accordingly?
3.3.4

Astounding, that the expert for ‘string confusion’ is not specified to  
be from the language community with outcomes at stake.
