3.4.2, Point 1

Once again, ICANN has ignored the informed work of those who do in  
fact know IDN, the GNSO IDN Expert Working Group.  Instead of acting  
in the real public service, of those who depend on IDNs, ICANN quietly  
pulled that Working Group’s good effort back.  Then staff altered as  
they wanted.  Is anyone surprised that the result, once again, favors  
incumbent actors, rather than those who need and use such TLDs?
This is the very most egregious of the transgressions here.
