Whois information is an important input to locate persons responsible for abuse 
of internet through fraudulent websites. This information is the only means by 
which some authenticity check can be done without the server having a digital 
ID.

Though the contact addresses could be misused for spam, this is no reason to 
stop public availability of who is inforamtion. There are already anti spam 
laws to take care of this and image based input controls to avoid e-mail 
ahrvesting.

If who is information is made confidential, the law enforcement all over the 
world will have a serious hurdle in investigations.

The ICANN system of "Noting Registration changes" based on "No Reply" however 
is a risk if the admin e-mail address is misused.This needs to be checked to 
avoid abuse of who is information for fraudulent transfers without the 
knowledge of the real admin contacts.

In case of unreachable contact addresses, a pop up note has to be displayed in 
the DNS register so that when anybody accesses the domain, the fact that the 
contact addresses are false has to be displayed.
