Expired Domain Names

Please explain to me why Domain Registar's like "NameSecure" seem to have 
monoply like powers over domain names! They register names, they have the right 
to hold onto expired domain names for as long as they like, and if so desire, 
they can place expired domain names up for auction and sell to the highest 
bidder or make you place an offer starting at an certain amount, which is 
usually a lot higher then it would be if you where registering a domain name 
for the first time. They try there best to make it as difficult as possible if 
you want to transfer your domain name to another Registar.  This is clearly 
unfair to the consumer, Domain Registar's should not be allowed to wheel such 
power. They should register and register only, and when a domain name expires 
it should be mandatory that it goes back into the general domain for sale 
immediately and not be held hostage.
