It seems that every registry wants to set up wildcards...
I am wondering whether there could be a creative solution, ...

The creative solution is to tell registries that wildcards are not part of the deal, so if they want to make more money, they should think creatively about something else. The SSAC's response is quite correct, wildcards have serious technical and administrative limitations that make them inappropriate for use at the top level.


for example to allow registries to reply with wildcards to users that consciously accept / choose so, while not breaking the service for all the others.

That's technically hopeless. Something that is technically very easy and is already widely implemented is for web browsers to recognize a NXDOMAIN response when looking up an address and to do something other than displaying a failure message.
