[alac] RALO formation meetings

There have been two RALO formation meetings, one in Buenos Aires for LAC on
2006-09-09/10, one in Berlin for EU on 2006-09-17.
It would be good to circulate some of the material of the meetings (agenda,
minutes, status of the formation process, draft plans, etc.) so that we all
know what is going on, and maybe other regions can take benefit from what is
going on elsewhere.
