If there is not a limited round, then what are the priority issues that
should be addressed and what are the solutions to those open issues?

If we are to get any traction on the concept of a limited round we need
to
answer the question: how do you limit?
The answer has to provide ICANN with a reassurance of being able to do
so
in an equitable way , that would not be subject to litigation.
