Chris, Bart

I thank you for draft report. It looks to me, as Latvian government
representative, acceptable. I will let other GAC members speak for
themselves.

Carefully reading report, I found on page 9, Step 2 A. Basic Premises second
para statement that Nether the Technical Committee nor the LEAP has the
right to block or veto a proposed string.

When it comes to LEAP – I fully agree. But when it comes to Technical
Committee – I disagree. It must have right to veto string if the latter does
not correspond to standard or cause or may cause instability in operations
of Internet. It is one of preconditions of introduction of any new gTLDs and
if Tech Committee finds something its judgment must be decisive.

I will raise the issue on 11 June during our cc.

Best regards

JK

Subject: [ccnso-idncctld] Draft Final Report

Dear All,
Included is the first version of the draft Final Report. To be discussed at
the next call. The next IDNC WG call is scheduled for Wednesday 11 June
2008, at noon (12 am) UTC.

Those members of the IDNC WG who think that Principle E should be re-worded
and/or there should be an objection procedure, please provide wording to be
inserted. In the draft is a section for minority views. It would be most
helpful if the wording could be provided two day in advance of the next IDNC
WG call.

The intention is to post the draft Final Report on the ICANN Website by 13
June 2008.

Kind regards,
Bart
