Hi Everyone,

The addition of the charter description into the introduction does not seem
to address the issue that we discussed on Saturday.

More specifically:

1. The addition does not specify that the Fast Track IDN ccTLD should adhere
to the overarching requirements for preserving the security and stability of
the DNS and comply with the IDNA protocols and IDN guidelines.  Rather, it
only points out that the Fast Track methodology should be preserving the
security and stability of the DNS and so on.

I think there was consensus around the room on Saturday that this should be
an overarching requirement for the Fast Track IDN ccTLD.

2. The addition does not address the consensus that was reached around the
room to note the continuing adherence to these overarching requirements. 

May I suggest the following edits:

Overarching Requirements:

As instructed by the ICANN Board and reflected in the charter of the IDNC WG
the proposed methodology is developed within the parameters of the
overarching requirements to:
. Preserve the security and stability of the DNS;
. Comply with the IDNA protocols and IDN guidelines;
. Take input and advice from the technical community in respect to the
implementation of IDNs; and
. Comply with current practices for the delegation of ccTLDs, which include
the current IANA practices, amongst others, RFP 1591, ICP-1 and the
GAC-ccTLD Principles.

Fast Track IDN ccTLDs should adhere and continue to adhere to the
overarching requirements of preserving the security and stability of the
DNS, and to comply and continue to comply with the IDNA protocols and ICANN
IDN guidelines.
