Dear all,
Included redline version and pdf of Board Proposal IDNC WG which is according 
to the charter the en result title. It contains the final report  ( part A) and 
the notifications from the chair of the GAC and the Chair of the ccNSO to the 
co-chairs of the IDNC WG, Manal and Young Eum (Part B).

Further some minor editorial changes.
